Top Aggressors in Nigeria (2020–2025): What the Data Reveals ORFA’s six-year research paints a sobering picture of the drivers of civilian fatalities in Nigeria. The findings show that Fulani Terror Groups were responsible for the highest number of civilian deaths (18,577), followed by Unidentified Terror Groups (13,346), with Boko Haram (3,309) and ISWAP (1,632) accounting for significantly fewer fatalities during the same period. Our research also found that a large proportion of the “Unidentified Terror Groups” are believed to be Fulani militants operating across Nigeria’s Northwest, where attacks often occur without perpetrators being formally identified by authorities or the media. This means the overall death toll linked to Fulani armed groups is likely higher than reflected under the” Fulani Terror Groups” category alone. These figures underscore the urgent need for evidence-based security policies, accountability, and targeted interventions to protect vulnerable communities across Nigeria.
