This is incorrect. The ICA clearly allows for this to occur. Congress has the ability to change the law, but given that we are $40 trillion in debt, it shouldn’t.
The President should and does have the power and ability to curb fraud, waste, and abuse while achieving the legislative intent of appropriations at a lower dollar amount.
Appropriations are a ceiling, not a floor. If the legislative intent can be achieved while saving tax payer dollars, a President should use Article II powers to that end.
Presidents impounded funds to this end for 200 years before the ICA. The President absolutely should have the authority to both impound and use the ICA to do both pocket rescissions and rescissions.

Without warning or consultation, Congress just received an $810 million package of pocket rescissions from the Administration. This is the most recent attempt by this Office of Management and Budget (OMB) to undermine Congress’s Constitutional power of the purse.
This move shows that OMB intentionally withheld these funds for months to execute this unlawful cancellation of appropriations that were approved on a bipartisan basis and signed into law.
Not only is the delay itself an impoundment that was not reported to Congress, but also it is a usurpation of Congress’s appropriations powers. OMB is an agency of the executive branch. It does not get to decide which programs are worth funding.
The independent Government Accountability Office has concluded that pocket rescissions are unlawful and not permitted by the Impoundment Control Act. Any effort to rescind appropriated funds without congressional approval is a clear violation of the law.

An H-1B visa is not a natural right of businesses. Congress established the visa program by statute. It authorizes employers to hire foreign workers, subject to conditions set by law and regulation that the administration enforces. A commitment to the “demands of the rule of law” extends beyond the H-1B visa program. Federal law prohibits employers from knowingly hiring unauthorized workers. A serious commitment to the rule of law therefore also requires serious worksite enforcement and meaningful sanctions for employers that violate the law.
With all due respect, Mr Vice-President @JDVance, businesses must be free to hire and fire as they need, subject to the demands of the rule of law. Absent that freedom, the dynamism and prosperity that creates jobs in the first place will soon disappear.

Another rule for editors should be “Don’t opine on books you haven’t read.”
I must assume Tim hasn’t read Chronicles, because if he had he would know how significant Aslan’s mane is to the story. It’s a symbol of strength — and humiliation when it is shaved on the table — and of comfort. The children hold onto it when they are carried on Aslan’s back. A lion’s skin with a mane is draped over a donkey in The Last Battle to trick the people into following a false Aslan. And on and on.
Or maybe Tim simply doesn’t know that female lions don’t have manes.
