Heads up: We’re seeing a new scam targeting victims of domestic violence. Scammers search court filings, then call victims of domestic violence and pretend to be law enforcement or court officials. They use details from the case to sound legitimate. Then they ask for money, claiming they'll keep the victim safe by getting a court order or electronic monitoring for the abuser. It’s a scam. No law enforcement or court official will call you and demand money as part of a domestic violence case. Hang up and call law enforcement. BREAKING: In a 7-2 vote, the Supreme Court just agreed with us that the Postal Service’s last-minute changes to mail-in voting were a recipe for chaos. Ballots in North Carolina have already started going out and coming back. The election is underway. It would have been impossible for the Postal Service to implement a whole new system in time for the election - especially since the new system doesn’t even exist yet. As Justice Kavanaugh put it, “state and local officials do not have sufficient time to reasonably implement the rule before the elections.” We appreciate the Court recognizing the practical reality of the situation. Voting has begun. You don’t change the rules in the middle of the election.

This morning, I joined nearly 3,000 people at UNC’s football stadium for the annual 9/11 stair climb organized by UNC ROTC, where I once served as a cadet. It was a record turnout, which was especially meaningful given that very few of the students who joined us were alive when the attacks occurred. Together, we climbed nearly 2,000 steps in memory of the firefighters, police officers, and other first responders who ran toward danger to help others. My thanks to the cadets who organized it, and to everyone who joined us to honor the fallen.

Today we’re announcing the largest environmental damage payment in North Carolina history. Chemours and DuPont are responsible for massive PFAS contamination of our water, especially in eastern NC. This settlement is worth nearly $600m, with most funds going directly to local communities. It was crucial that we got real money for our state, because the EPA completely failed. It gave these companies a slap on the wrist without even consulting us. We just got North Carolina at least 20x what the EPA got for us. This new money is in addition to the $1.2b Chemours has been required to spend by the previous court order to clean up their mess, but now that cleanup effort must also be financially guaranteed by DuPont - a key win to ensure the cleanup work continues. As a wedding photographer, you really have to screw up to get the attention of your Attorney General. Well, here we are. Today, we’re asking a judge to rule against Holly Christina Photography after the company failed to comply with a court order requiring it to turn over wedding photos and videos to the couples who paid for them. Here’s what happened: We sued the company earlier this year after hundreds of couples told us they had paid thousands of dollars for wedding photography and videography they never received. In May, we won a preliminary court order. That was essentially the judge saying, "While this case is pending, you have to turn over the photos and videos within 30 days, stop doing business, and don’t move the company’s assets." They didn’t comply. So now we’re asking for something more serious: a final judgment against them. That would require delivery of every remaining photo and video, nearly $600,000 in restitution to consumers, more than $1.1 million in civil penalties, and a permanent order barring them from this conduct going forward. Since January, our office has heard from 228 people about this company. These couples paid for memories from one of the most important days of their lives. The company failed to deliver them, and then failed to obey a judge who ordered them to do so. They’ve had their chance.

BREAKING: We just sued Amazon over what we believe was a vast, ad-rigging scheme. We believe Amazon found a way to charge a few extra pennies to an enormous number of transactions, adding up to over $20 billion in illegal charges. This is about how something becomes a "Sponsored product." Amazon lets businesses bid to be "Sponsored" but it told businesses that the highest bid would only pay slightly more than the second-highest bid. For example: If you bid $1 to have your product “Sponsored” and the next-highest bid is $0.50, you should pay about $0.51. But we believe that Amazon would run the auction, see those bids, and then secretly raise the second-place price so it could charge the winner more. It was a gradual strategy based on concealment. Internal Amazon documents show they tested how much they could raise those hidden charges without advertisers catching on, then raised them more when businesses didn’t react, then gave false answers when businesses started asking questions. This is a case about affordability, fair competition, and basic honesty in the marketplace. My thanks to the big bipartisan team on this, from AGs across the country to the FTC.

BREAKING: We just won a temporary restraining order in our elections case. That means the Postal Service can't force a new rule giving it the power to deny your ballot, just one week before ballots go out. The court said the rule would cause "irreparable harm," was "practically impossible" to comply with, and likely unconstitutional. It would have caused chaos in our election. We stopped it for now, and we'll keep defending free and fair elections.

This week, our office secured convictions for three defendants involved in a home invasion and murder of an Asheville citizen. Our Special Prosecutions team worked with the Buncombe County District Attorney’s Office and Sheriff’s Office to hold these violent offenders accountable and get them off our streets. Public safety depends on strong partnerships, and we’ll keep working with local law enforcement to bring violent criminals to justice.

Two people were killed and seven others injured on Biltmore Avenue in Asheville at 2:20 a.m. this morning. APD, Asheville Fire, and EMS worked to save as many victims as they could. Five are now stable and two are receiving additional care. I just spoke with Chief Stepp. I offered her our full assistance, including our State Crime Lab, and I told her how much I appreciate what her team did this morning. Going toward that scene in the dark, not knowing whether the shooter was still there, and then working to keep the wounded alive is what we ask of our first responders. They do it in every corner of our state, every night, and we remain genuinely grateful.

We just opened up a new front in our war against robocalls. Now we’re going after the companies that are selling millions of unused, unassigned phone numbers to the scammers. Here's how it works: Scammers buy huge lists of unused phone numbers so they can cycle through them to get around your spam blocker. Switching to new numbers makes evading defenses easier. And the companies enabling these scammers - companies like "The Number Barn" - are being reckless and complicit in supplying those unused numbers to scammers. Those companies should know better, but they’d rather make the sale. It needs to stop, so we’re asking the FCC for two new rules. First, companies shouldn’t be allowed to sell phone numbers to anonymous people. When a number is used for illegal robocalls, law enforcement needs to know who bought it. Second, companies shouldn’t be able to sell enormous batches of numbers to people who don’t provide telephone service. If AT&T needs new numbers for new customers, that makes sense. But why would someone who doesn’t operate a phone service need a million unused numbers? They wouldn’t, unless they're planning a robocall attack. We’ve got more coming in the robocall fight. That’s the latest, and I’ll keep you posted.

My thanks to US Attorney Dan Bishop and his team for their partnership in securing a conviction for a $1.7 million Medicaid provider fraud case today. For two years, a Greensboro healthcare clinic operator claimed - and was paid - for drug tests she never actually provided. Our team first detected red flags when our data mining specialists found odd patterns in her billing. We brought the case to the office of US Attorney Bishop, and we investigated and prosecuted it together. One broader point here: This is why we asked the General Assembly to strengthen our data mining capabilities for Medicaid provider fraud, and I'm grateful they recently did. It will result in more taxpayer money saved and more fraud caught and prosecuted. I appreciate the bipartisan support for this work.
