Police had a report of two men looking into vehicles.
Zatzkin demanded ID.
After they refused, he handcuffed at least one of them, went into a pocket, removed a wallet and driver’s license, and said they were under arrest for failure to identify — a Class C under Texas Penal Code §38.02.
A supervisor contacted the DA’s office.
Both men were then released.
The department said it does not arrest on anonymous tips of that kind.
Under §38.02(a), refusing to give your name, address, or date of birth is an offense only after a lawful arrest — not during a mere detention.
He reportedly resigned from Jersey Village on Jan. 21, 2021 — the day after the stop — while complaints were under review, and was later hired as a Waller County deputy.
