Russia uses citizens of 47 countries in its war: Ghana, Nepal, Tajikistan, India, Yemen, Kenya, Zimbabwe, Cuba, Belarus, Sudan, South Africa, and many, many others. And from time to time, we receive requests to send particular POWs back home. And through the videos from our drones, we also see people dying on the battlefield who are not Russians. People from your countries – 47 countries – who ended up in Russia through deception and tricks. Do not let Putin drag you into his war. Do not let Russia put out its fires, cover up its shame, and pay for its madness with the lives of your people. Limit his room to act. Limit his money. Limit his war. And please do not be the last to join those who defend life. Be the first to say: “We guaranteed security.” Thank you, everyone who helps. President Zelenskyy met with representatives and leaders of the Ukrainian community in the United States in New York. They discussed diplomatic efforts and work toward peace, engagement with U.S. President Donald Trump and his team, and the main challenges and tasks Ukraine faces right now. Volodymyr Zelenskyy emphasized that ending the war is the most important issue for our state so that we can preserve our nation and our historic, talented country. Ukraine is ready for an energy ceasefire. Russia has lost 45% of its oil refining capacity, which is a significant achievement by Ukraine’s Defense Forces. Any advance on the battlefield also comes at an enormous cost to Russia. In New York, President Zelenskyy met with executives from more than 30 leading American companies, members of the International Advisory Group to Attract Investment to Ukraine and Develop Priority Economic Sectors (Economic Advisory Group), and U.S. Deputy Under Secretary at the Department of the Treasury Jonathan Greenstein. The meeting was attended by executives from Citigroup, BlackRock, Franklin Templeton, Lazard, Macquarie, State Street, Jane Street, Fairfax, Fortescue, FedEx, L3Harris, Northrop Grumman, Shield AI, Day & Zimmermann, Prospera, McKinsey & Company, the U.S. Chamber of Commerce, the U.S. International Development Finance Corporation (DFC), the World Bank, the European Investment Bank, and the European Bank for Reconstruction and Development. ➡️ One of the main topics of the meeting was how to help Ukraine get through the winter, support the Ukrainian economy, and protect people. There will be new investments in defense technologies and joint production, and agreements have also been reached on joint energy and energy storage projects. ➡️ The participants also discussed developing the capital market and the experience of special economic zones and industrial parks in rebuilding regions. ➡️ They also touched on developing Ukraine’s economic strategy with the support of members of the International Advisory Group and implementing projects in priority areas. ➡️ Particular attention was paid to the work of the U.S.–Ukraine Reconstruction Investment Fund and the new investments the fund and DFC are preparing in the near future, as well as war-risk insurance and financing instruments available to American investors. President Zelenskyy invited the participants to work together on priority investment projects and mechanisms for implementing them.

At the Sixth Summit of the International Crimea Platform in New York, 23-year-old Darya Fursova, who was born in Ukrainian Simferopol, addressed the participants. “Today, we have someone here with us who knows exactly what that means – Darya, a young woman from Crimea. She will tell you what it’s like – to live under occupation, to be intimidated, to face propaganda every day, which tries to change the way people think and feel, and still remain with Ukraine. Thank you so much. Thank you, Darya,” the President of Ukraine noted. Darya spoke about how the Russian occupation affects children growing up under occupation, shaping their views and their understanding of the world. “Our goal is to liberate Crimea. Because Crimea is not just a territory on a map. Crimea is people. Crimea is home. For me, Crimea is Simferopol. That is why it is difficult for me to hear talk of ‘territorial concessions.’ Behind these words, it is easy to see only lines on a map or territories that can be transferred from one side to another. But for people who were born and raised there, this is not territory. It is home!” she said. She called on the Summit participants to support young people from temporarily occupied Crimea, create opportunities for those who leave through educational exchanges, internships, grants, and other programs, prepare for the reintegration of Crimea, and firmly support Ukraine’s territorial integrity.

For the second time, the International Crimea Platform Summit was held in New York during the session of the UN General Assembly. The Sixth Summit of the International Crimea Platform brought together representatives of more than 60 countries. Among them were President of Ukraine Volodymyr Zelenskyy and the leaders of Austria, Andorra, Estonia, Latvia, Lithuania, Malta, Norway, Romania, Slovakia, Slovenia, Czechia, Montenegro, and Croatia. The number of participants continues to grow. This time, Panama and Trinidad and Tobago took part in the Crimea Platform Summit for the first time. “It’s a constant confirmation that you truly respect the basic principles of normal life, of normal human life. Today, it almost sounds strange even to say the words ‘international law.’ And almost no one in the world believes in international law anymore. But we still do not want these words to lose their meaning completely,” the President of Ukraine said in his address to the Summit participants. Following the Sixth Summit of the International Crimea Platform, a final document was adopted reaffirming international solidarity with Ukraine and the readiness to continue joint efforts to restore its territorial integrity in accordance with the UN Charter and international law.

➡️ Around 100 business projects from eight countries worth nearly €40 billion will be presented at the Carpathian Integration Initiative Summit. ➡️ In the coming years, economic growth in the Carpathian macro-region could be twice as fast as the EU average. ➡️ Following the Summit, an application is planned to be submitted to the European Commission to launch an EU Macro-Regional Strategy for the Carpathians. ➡️ The main areas for potential projects include the environment, energy and resources, infrastructure and digitalization, education, science and innovation, tourism and cultural heritage, and economic development. ➡️ Funding is expected to be attracted for projects involving reforestation, flood-control planting and erosion control; green hydrogen production and transportation; and the construction of small hydropower plants, biogas plants, and small solar and wind power plants. ➡️ Potential projects include the construction of the Ivano-Frankivsk–Katowice highway, a network of electric vehicle charging stations, the rollout of fiber-optic internet and 5G, local agricultural hubs, a network of cross-border tourism routes, a platform for monitoring environmental conditions, demographics, economic trends, and innovation processes, and joint education and internship programs for students and professionals in the region. ▶️ The initiative is aimed at improving transport and logistics capacity, modernizing roads and railways, increasing storage capacity, developing renewable energy sources and the region’s mineral resources, strengthening industrial cooperation, building interconnectors between energy systems, and attracting investment. ▶️ The Carpathians can become an even stronger energy contributor to Europe, with a network of gas storage facilities and a reliable guarantor of energy security. Ukraine has launched a new cooperation format – the Carpathian Integration Initiative that brings together all Carpathian countries. ➡️ The Carpathian region is home to around 126 million people. It spans eight countries (Ukraine, Austria, Poland, Romania, Slovakia, Hungary, Czechia, and Serbia), six of which are members of the European Union. ➡️ The region’s combined GDP is $3.4 trillion, accounting for around 15% of the European Union’s GDP. ➡️ Its main industries include machinery, equipment, electronic components, mineral resources, chemicals, and agriculture. ➡️ The Carpathian region is home to strategic gas storage facilities, some of the largest in Europe. ➡️ The region serves as a natural European gateway for routes from the South Caucasus and Asia via the Black Sea and is one of the most reliable foundations for Europe’s defense against Russia. ▶️ The first Carpathian Summit aims to establish a permanent high-level political platform for dialogue and cooperation – the Carpathian Integration Initiative – develop a shared vision for the future of the Carpathians, and integrate common priorities into the national policies of the countries in the region. The participating states of the Carpathian Integration Initiative intend to: ➡️ Pay particular attention to the protection of the Carpathians’ unique biodiversity, the preservation of cultural landscapes, the traditional way of life of mountain communities, and their cultural heritage; ➡️ Facilitate the implementation of joint infrastructure projects aimed at integrating the transport and logistics infrastructure of the region into the European transport network, modernizing border infrastructure and developing modern transport corridors; ➡️ Promote tourism opportunities in the Carpathian region, highlight its natural, historical, and cultural heritage, develop shared cultural and tourist routes, and support local cultural initiatives and traditional crafts; ➡️ Support the development of creative industries in the Carpathian region; ➡️ Promote the exchange of experience and best practices amongst the countries of the region in the field of veterans’ policy and support for veterans. The Summit participants stated that the Carpathian Initiative can be a tool for supporting the gradual integration of candidate countries on their path to EU membership. The leaders of the participating states are convinced that the successful implementation of the Initiative will strengthen the stability and resilience of the countries in the region and become an additional contribution to joint efforts to ensure lasting peace on the European continent. Following the first Carpathian Summit, held in the Ivano-Frankivsk region, the Heads of State and Government and representatives of Ukraine, Austria, Poland, Romania, Serbia, and Slovakia adopted an outcome Declaration. At Ukraine’s proposal, the participants established the Carpathian Integration Initiative as a platform for coordinating joint actions aimed at deepening European integration. The participating states intend to: ➡️ Ensure cooperation between the states of the region, European Union institutions and other interested partners, in particular through the annual holding of summits and other events; ➡️ Direct joint efforts toward strengthening good-neighborly relations, cross-border cooperation, economic interconnectivity, security and sustainable development in the Carpathian region; ➡️ Enhance the energy resilience of the countries through the development of electricity, heating, and gas infrastructure; actively introduce distributed generation, renewable energy sources, and energy efficiency; ➡️ Facilitate the recovery and modernization of critical infrastructure to strengthen resilience, security, and adaptability to long-term threats, and attract investment to develop energy facilities, new generation capacity, and energy storage facilities. In the past, people often looked at the Carpathians mainly as a region of tourism, climate issues and support for local communities. Today, the Carpathians can and should become one of the key Engines of economic growth, investment and energy exports. The Carpathian region should become an important part of EU-policies with proper resources for their implementation. President Zelenskyy held a meeting with Prime Minister Sergii Koretskyi, government officials, and representatives of the agricultural sector to discuss challenges facing food exports and how to address them. ➡️ The participants discussed government steps in support of the agricultural sector. ➡️ The meeting focused in detail on overland exports and prioritizing the rail transport of certain types of products. They also addressed the security of export routes and cargo insurance, as well as the restoration of road infrastructure and improvements to routes used for transporting agricultural products. ▶️ The Head of State called on agricultural businesses to increase the volume of processed agricultural products, which would allow them to be exported more quickly and profitably. ➡️ The President instructed the relevant ministries to take into account all the issues raised by agricultural producers and resolve them as quickly as possible. ➡️ Government officials are to prepare all necessary decisions on loans, state regulation, relief from inspections, and support for insurance. ➡️ Ukraine is actively working with partners to secure a diplomatic solution in support of our exports.

Today, there is good news about interceptors against jet-powered “shaheds.” Another Ukrainian solution is undergoing testing – there has been a successful interception, a “shahed” was hit. But some technical aspects still need to be refined. From President Zelenskyy’s evening address.
We are working actively with our partners to find a diplomatic solution in support of our food exports. Dozens of other countries depend on them. I am grateful to every partner who is helping right now, and Egypt, India, Türkiye, and Arab states are already involved. Everyone sees how important our exports are and understands that it is together with Ukraine that the issue of food security can be resolved and a cost-of-living crisis can be prevented in countries where social stability means security both for those countries and for Europe.

I ask all parliamentarians to support the decision to dismiss the Prosecutor General tomorrow. I suspended him by decree. I have submitted the motion for his dismissal to the Verkhovna Rada. Ukraine has seen the reasons for this, and there should be enough votes. From President Zelenskyy’s evening address.
There is now a strong U.S. proposal for a mutual halt to strikes on critical infrastructure. If this can become the first de-escalatory step – a step toward ending Russian strikes on our critical infrastructure and our strikes in response – then Ukraine is ready to support de-escalation. We see that the Russians feel the pressure from our precise strikes on Russia’s war economy. And so far, no one has seen any genuine desire on Russia’s part to move toward ending the war. But if our American partners can ensure that Russia is genuinely ready to stop this war aimed at destroying life – and to do so for real and for the long term – Ukraine will take its own de-escalatory steps. Peace is needed. Energy, food routes, critical infrastructure – all of this must be part of the discussion on ending the strikes. We need a strong and fair solution, and not just for the “elections,” but for good. We expect specifics from our partners.

Canada has announced 7 new support packages for Ukraine, launched 6 initiatives, and signed 3 cooperation documents with our country ➡️ Ukraine and Canada will create the Defence Drone Initiative Marketplace (DDIM) Supply Arrangement – a national digital drone marketplace modelled after Ukraine’s Brave1 platform. ➡️ A new partnership is being launched between the Canadian company General Dynamics Mission Systems-Canada and the Ukrainian company Green Tech Harvest to develop and produce drones and drone-related technologies. ➡️ A government-to-government partnership will be developed to jointly produce drones, counter-drone and counter-munition technologies. Canada will make additional investments to bolster Ukraine’s defence and long-term security: ➡️ $350 million to deliver air defence interceptors through the JUMPSTART initiative. ➡️ $23 million to bolster the capabilities of Ukraine’s security architecture.

To help Ukraine repair and strengthen its energy infrastructure: ➡️ Canada is providing nearly $435 million in loan guarantees through the EBRD, including for winter gas purchases and the purchase of additional generators to produce electricity during shortages. ➡️ $10 million to the Ukraine Energy Support Fund to support Ukraine’s energy infrastructure. ➡️ $2 million to the International Energy Agency (IEA) Joint Work Programme to support Ukraine’s energy resource development. To support Ukraine’s reconstruction: ➡️ Canada is allocating $200 million in concessional loans through Export Development Canada. To support Ukraine’s National Veteran Strategy: ➡️ A multi-donor pooled fund will be established to support veterans and their families. ➡️ Canada will provide more than $40 million to help Ukrainian veterans recover, rehabilitate, and transition to civilian life. Regarding the abduction of Ukrainian children: ➡️ Canada will introduce sanctions on eight individuals who have engaged in violation of Ukrainian children’s rights. ➡️ Canada is allocating around $6 million to support efforts to return and reintegrate Ukrainian children abducted by Russia. The leaders also announced the Ukraine-Canada critical minerals initiative.

I thank all of Canada for today’s defense package. Above all, it will strengthen our air defense – both our Patriots and our combat aircraft, which down Russian jet-powered “shaheds.” Today, we reached an agreement on the Drone Deal, and the first document has been signed. This will give us additional opportunities to finance Ukraine’s defense, while giving Canada a new technological edge proven in modern warfare. Canada is also ready to support our Ukrainian veterans. A Veterans Fund will be established, and I am grateful to Canada for its contribution to this fund – $40 million – which will support our programs for veterans. Thank you, Mark, for making this such a substantive visit. Overall, today’s arrangements amount to more than $2 billion – including a government package of more than $1 billion for our defense, primarily to protect our skies: missiles for Patriots, munitions for F-16s, and drone coproduction. In Calgary, Ukraine and Canada signed three cooperation documents. Two were signed by the leaders, and another by the energy ministers. ➡️ Ukraine-Canada Declaration for a 100 Year Partnership. It is based on innovation and partnership in defence, economic growth, and reconstruction. ➡️ Joint Declaration on Enhancement of the Defence and Security Cooperation between Ukraine and Canada, which is the first step towards the Drone Deal. It provides for cooperation in the security sphere, with a focus on drones, the defence industry, cybersecurity, and technological development. It also envisages the localisation of production in both Ukraine and Canada. ➡️ First Deputy Prime Minister of Ukraine, Minister of Energy of Ukraine Denys Shmyhal and Minister of Energy and Natural Resources of Canada Tim Hodgson signed the Joint Statement on Ukraine-Canada Energy Cooperation. It covers the diversification of natural gas supplies, including supplies from Canada to Ukraine. Cooperation in the nuclear sector will be deepened. Ukraine and Canada will also cooperate in renewable energy and hydropower, grid resilience, and the reconstruction of Ukraine’s energy sector. Canada will provide loan guarantees for Naftogaz through the EBRD totalling 757 million Canadian dollars. Export Development Canada will allocate 200 million Canadian dollars to support projects in Ukraine. Canada will contribute 10 million Canadian dollars to the Ukraine Energy Support Fund, bringing its total contribution to 100 million Canadian dollars.
