PORTLAND, Ore.
A Mexican National who was a recipient of the Deferred Action for Childhood Arrivals (DACA) immigration status was sentenced to 18 months in federal prison for trafficking firearms.
ATF investigators learned that Vincente Cortes Quiroz, 37, acquired over 120 firearms in Oregon since 2014 from licensed firearms dealers. Quiroz lied by stating he was a U.S. citizen on many of the firearm purchase forms.

A federal grand jury in Medford, OR, returned an indictment charging Michael Beugli, 32, with possessing firearms while being a convicted felon.
In February, a witness saw Beugli throwing firearms out of his residence. Beugli fled the area, but law enforcement located nine guns and additional homemade silencer's at Beugli's residence.
Just one month later, Beugli sent threatening messages to the witness, and on March 25th, ATF responded to an explosive device detonating in a car at the witness's residence.

A federal grand jury in Portland returned an indictment charging Jonathann Ayala Garcia, with possession with intent to distribute methamphetamine after his involvement in a transnational criminal organization (TCO). The Beaverton-based TCO was involved in trafficking methamphetamine, firearms, and cocaine. In June 2026, investigators arrested Ayala Garcia and found approx. 16.5 kilograms of methamphetamine and 168.3 grams of heroin.

On July 4th, a suspect(s) started the Chelan Hills Fire, which has claimed one life, consumed almost 10,000 acres, and destroyed several homes and structures.
ATF and the Douglas County Sheriff's Office are seeking information leading to the identification, arrest, and conviction of the suspect(s) responsible. With ATF's contribution, the reward for information is up to $30,000.

Bai Yichuan, an illegal alien from the People’s Republic of China (PRC) was sentenced to 24 months in federal prison for Unlawful Possession of Ammunition by an Illegal Alien. Samuel Rodrigo Melo Santos, a Mexican National unlawfully residing in the United States, purchased 91 firearms for $56,448 between May 2024 and July 2025. Melo Santos admitted he bought these firearms and sold them to anyone, including people prohibited from possessing firearms.
This week, Melo Santos pleaded guilty to alien in possession of a firearm, and making false statements in acquisition of a firearm.

On August 2nd, @PortlandPolice responded to a fatality shooting at a house in the Cully Neighborhood. Five people were injured and one victim, an 18-year-old, died at the hospital. The suspect(s) left the scene and have not yet been identified. ATF has joined the investigation and is offering a reward of $5,000 for information leading to the identification, arrest, and conviction of the suspect(s).

The ATF Seattle Field Office took part in Operation Red Card, a multi-agency coordinated effort that resulted in the arrest of 17 suspects, two fugitives returned to other states, and 12 seized firearms. This joint initiative targeted the area’s most violent repeat offenders to support public safety in the Seattle metro area during the World Cup.

Ramon Morales-Valencia was sentenced to federal prison last week for illegal possession of a firearm and illegal reentry. After being formally removed from the U.S. in 2010, Morales-Valencia was found to be in possession of a pistol and methamphetamine during a traffic stop last year.

Last week, ATF and Salem PD seized a cache of firearms and drugs following the arrest of Michael Brasi in connection with a domestic stalking incident. Search warrants were served at multiple locations associated with Brasi. Seized items included several firearms, firearm frames/receivers, suppressors, and thousands of rounds of ammunition. Brasi is a convicted felon and prohibited from possessing firearms.
