India’s 7.8% growth is a strong macroeconomic result. But GDP growth tells us how much the economy produced, it does not tell us enough about the quality of that growth. GDP measures aggregate output. It does not, by itself, tell us whether productivity is rising fast enough, whether employment is becoming more productive and better paid, whether real household incomes are improving, or whether public investment is translating into infrastructure and services that deliver lasting value. The question is whether high growth is becoming broad based economic progress in productivity, incomes, employment and the quality of public infrastructure.
