Not quite.
This is to tackle creators who were reposting the same short with slight changes like 50 times.
They will not be targeting monetization.
If YouTube actually did kill clippers, 90% of their shorts are gone and they effectively lose to TikTok & IG instantly.
Also, if they did impliment this the way everyone is thinking, it would destroy creators' ability to post their own stream clips too. This would be bad for everyone, the only "winner" would be YouTube IF their goal is to become the next Netflix with mainly or ONLY full large-scale productions.
YouTube is changing the Shorts algorithm to prioritize Original Content. (RIP Clippers)
YouTube says creators need to:
1. Focus on Originality.
2. Add a Unique Perspective.
You'll get fewer views until you add real value through commentary/storytelling/unique edits.
