What action can the auditor-general take when a material irregularity is identified?  Under its enhanced powers, the AGSA can take one or more of the following steps:  Refer the matter: Refer it to a public body with suitable mandate and powers such as the Public Protector, the Special Investigating Unit or the police.  Make recommendations in the audit? report on how to address the matter by a certain time. If this is not done, the AG must take binding remedial action. If the irregularity involves a financial loss, we also issue a directive to the accounting officer or accounting authority to quantify and recover the loss from the responsible person.  If the accounting officer or accounting authority fails to implement the remedial action, the AG must issue a certificate of debt in their personal capacity so that the losses can be recovered.      SA FM | 8 October | 09:45  Listen to Head of Audit Sharonne Adams live. @SABCEducation Learn more: agsa.co.za    #KnowYourAGSA  #115YearsofAGSA  #IlluminatingInsightsForABetterSouthAfrica

What is a Material Irregularity (MI), and what happens when one is identified?  A material irregularity means any fraud, theft, breach of a fiduciary duty or noncompliance with or contravention of the law that could result in a material loss, the misuse or loss of a material public resource or substantial harm to a public sector institution or the general Public. These steps are taken when an MI is identified: - The accounting officer or authority is notified and they: are required to take action to stop the problem, fix it and prevent it from happening again,  - must recover losses where possible, and  - must take steps against those responsible. @SABCEducation   Learn more at agsa.co.za  #KnowYourAGSA  #115YearsofAGSA  #IlluminatingInsightsForABetterSouthAfrica

Watch highlights from Auditor-General Tsakani Maluleke’s keynote address at the AFROSAI-E Technical Conference. “The true value of an audit is realised when audit evidence does not end in a report, but rather begins a better future for the citizens we serve”, -AG Tsakani Maluleke. #AFROSAIETechnicalConference2026 #IlluminatingInsightsForABetterSouthAfrica

AG Tsakani Maluleke said general reports should be viewed as more than reporting products, but as strategic intelligence products. Their true value lies in whether they contribute to action and public value. She pointed to the AGSA’s Material Irregularity process as an example of how audit evidence can translate into accountability action. She also emphasised the importance of recognising the boundaries of the SAI’s role. “SAIs do not make executive decisions or manage institutions on behalf of accounting officers, nor do we replace legislatures, councils, or executive authorities.” Our role is to provide credible, independent evidence, make risks and their consequences visible, identify patterns and root causes, and activate or support accountability mechanisms within our mandate. #AFROSAIETechnicalConference2026 #IlluminatingInsightsForABetterSouthAfrica

AG Tsakani Maluleke shared that her engagements with stakeholders across the AGSA accountability ecosystem, including political and administrative leaders and legislatures, have reinforced an important lesson: “Information is rarely the problem. We have an abundance of data and information. The greater challenge is whether the information available is understood, connected and converted into timely action.” AG emphasised that SAIs have a role to play in mining audit evidence and turning it into usable intelligence. At AGSA, we consolidate our audit insights into reports that highlight patterns and themes, helping decision-makers understand what the evidence is telling. #AFROSAIETechnicalConference2026 #IlluminatingInsightsForABetterSouthAfrica

In her keynote address, AG Tsakani Maluleke indicated that the conference challenges supreme audit institutions (SAIs) to think differently about the value they can derive from the evidence generated through their audit work. This means using audit evidence to deepen SAIs understanding of the governance environment, anticipate emerging risks, and strengthen accountability. “SAIs are uniquely positioned to support this journey. Every audit gives us evidence and a wider view of the system. But this value does not emerge automatically. We must deliberately transform audit evidence into insight, insight into intelligence, intelligence into influence, and, ultimately, influence into public value,” said AG Maluleke. #AFROSAIETechnicalConference2026 #IlluminatingInsightsForABetterSouthAfrica

Following concerns about the growing extent of irregular, unauthorised, fruitless and wasteful expenditure in government, in 2016 the Standing Committee on the Auditor-General initiated a process to extend the AGSA’s mandate.  While the AGSA’s audit process remains unchanged, the enhanced powers introduced three additional powers. The powers of referral, remedial action and the issuance of certificates of debt. @SABCEducation Visit: agsa.co.za  #KnowYourAGSA  #115YearsofAGSA  #IlluminatingInsightsForABetterSouthAfrica

For 115 years, the Auditor-General of South Africa (AGSA) has audited public institutions, providing insights that support accountability, good governance and improved service delivery.  In 2019, the AGSA’s enhanced mandate came into effect, which include additional powers that go beyond auditing and reporting. This week, we’ll explain these enhanced powers and answer a key question: What happens when an auditee fails to implement AGSA identified material irregularities – popularly known as MIs?  @SABCEducation   Learn more about the MI process: agsa.co.za    #KnowYourAGSA  #115YearsofAGSA  #IlluminatingInsightsForABetterSouthAfrica

As we wrap up this week’s conversation, we take a closer look at how the AGSA enables oversight bodies such as Parliament, provincial legislatures and municipal councils to hold government accountable at national, provincial and local levels.  Through the AGSA’s audit reports, oversight bodies can examine audit findings and gain insight into how state institutions have spent public funds.  Head of Portfolio Alice Muller will discuss the role the AGSA plays in illuminating insights for a better South Africa through the BRRR process. @SABCEducation RSG FM | 04 October | 11:30    Visit: agsa.co.za  #KnowYourAGSA  #115YearsofAGSA  #IlluminatingInsightsForABetterSouthAfrica

The engagement with the Mpumalanga team highlighted progress since the previous audit cycle, while reinforcing the need to sustain momentum and help bridge the gap between audit outcomes and the lived realities of citizens. Dr Thami Zikode encouraged the team to keep building on this progress, saying, “We must continue to improve. We are in a better position than we were before, but we still have a long way to go. Let’s keep providing valuable insights that contribute to the province’s prosperity.” #PFMARoadshows2026 #IlluminatingInsightsForABetterSouthAfrica
