When routing PCB traces, you should dedicate one layer to horizontal, and one layer to vertical routes. This approach allows you to maximize the trace layer density, for very dense routes. You don't always have to follow horizontal vs vertical super strict, but the more you do the more traces you can get. BGAs can require exceptional considerations for this to be effective.
