This doesn't work because the average American thinks in 2 year cycles. Whatever the dems were doing 2 years ago is ancient history, they will vote to punish whoever they feel did them wrong most recently. Unless universal suffrage is eliminated there is no voting system that will solve this.

Conservatives say this literally every election. But the fact is, it would actually take a lot for America not to exist. And most of the worst things that have hurt America the GOP has no problem with. So it's a reasonable take to punish the GOP for an election cycle to reshape their direction.
