COMSPOC is heading to Antalya, Turkey, for the 77th International Astronautical Congress (IAC), Oct. 5-9.
Two members of our team will present:
• Navapan Khunnasarn, operational systems engineer — “Mega Constellation Re-entry and Stratospheric Impact: A Review of Divergent Estimates and a Decision Framework for the Detection-Commitment Gap,” Oct. 8 at 4:20 p.m.
• Dan Oltrogge, chief scientist — “Assessing Effectiveness of Mainstream Probability-Based Collision Avoidance,” Oct. 9 at 2:45 p.m.

Quick Update on SJ-31
SJ-31 (SSC.69570) launched 16 Jun from Xichang with a stated mission of space environment detection. Its orbit is Molniya-like, but the high point sits near the equator ~4,100 km above the GEO belt and slowly walks past every GEO longitude. It looks down on the belt without entering it. Where it crosses the equator it stays more than 3,100 km outside equatorial GEO belt with a 2.82 km/s speed difference, so there is no close-approach case.
At 28 Sep 12:00 UTC, its apogee was 39,918 km, with 63.5° inclination, 0.69 eccentricity, and 172.0° argument of perigee. The orbit has not changed in the past two weeks. Visualization video includes SJ-31 in inertial frame and example GEO US assets in fixed frame.

Eight years after Space Policy Directive-3 (SPD-3) set a policy to improve space tracking and incorporate observational data and analyses provided by U.S. commercial companies, Traffic Coordination System for Space (TraCSS) remains a pilot.
“We have concluded that the current implementation of TraCSS for space traffic coordination and management is misaligned, severely misaligned, with the policy that established it, SPD-3, and we’re not sure why it is continuing down the path it is on,” said Jim Cooper, who leads COMSPOC’s SSA business.

A new gap analysis co-authored by COMSPOC’s Dan Oltrogge, Sal Alfano, and Dave Vallado examines SDA message standards and their application across @USSpaceForce and partner missions. The paper finds that overlapping data formats create delays, errors, compatibility issues, and added technical debt. It recommends consolidating the current formats into two standards: CCSDS and C2SSACOI.
