It was a privilege to speak at the launch of the Status of Policing in India Report (SPIR) 2026, jointly produced by Common Cause and Lokniti–CSDS, focusing this year on “Cybercrime: Victims’ Perspectives and Systemic Responses.” The report brings an important human dimension to India’s rapidly evolving cybercrime landscape. Based on a survey of more than 8,300 respondents across 16 states, alongside qualitative accounts from victims and experts, it reveals that cybercrime is not simply a technology or law-enforcement challenge—it is fundamentally a people, rights and accountability issue. What particularly struck me is the gap between the promise of institutional capacity and the lived experience of victims. Difficult reporting processes, low recovery of stolen funds, under-reporting, distrust and the psychological impact of cybercrime all point to the need to rethink our response. We must move beyond a predominantly post-harm response towards prevention, safer digital environments, accessible reporting, institutional accountability and meaningful support for victims. The findings on online gender-based violence and non-consensual image abuse are especially significant. Stigma and fear of not being taken seriously continue to silence many victims. My message at the launch was clear: cyber safety must ultimately be measured not only by how effectively we investigate crime, but by how effectively we prevent harm, protect victims and restore their trust and dignity.
