This definitely could be real but it’s not from a comic book. My first thought was Jiro Kuwata’s Batman Manga, but looking closer that’s definitely a western art style. I’m going to say it’s from the 1960’s newspaper comic.

He's obviously talking about the jewelry, not whether she's wearing padding. (This predates silicone by a good bit.)
