In September, the California Legislature extended California’s landmark Cap and Trade program until 2045 and renamed it “Cap and Invest”, increasing the amount of program funding and changing the timing of the California Climate Credit. The timing changes the credits on customer bills from April and October, to the four highest billed months of the year, when customers most need bill assistance. It also shifts credits away from gas utility bills in order to provide an increased credit on electrical bills. An additional 5% of the revenues received by electrical corporations would be reserved for the newly established California Transmission Accelerator Revolving Fund, with the goal of lowering statewide transmission costs. CPA sponsored a bill that took a similar approach and supports shifting the credits to what are typically the hottest months of the year for CPA customers. The Blue Ribbon Commission on Climate Action and Fire-Safe Recovery has released their final recommendations and action plans for resilient and sustainable rebuilding after the devastating Los Angeles fires.
