During 1990s, While the Ranveer Sena in Bihar was cowardly attacking and killing women and children by mobilising in mobs, a political revolution was taking place in Uttar Pradesh.
In 1995, Mayawati ji became Chief Minister of UP. Around the same time, attempts were being made to organise similar armed mobs in UP, along the lines of the Ranveer Sena in Bihar. During her roughly four-month tenure, Mayawati reportedly ordered encounters against nearly all such gangs and had at least 100,000 people jailed under the Goonda Act.
That is why, even during that period, Uttar Pradesh did not witness the same kind of scenes that were unfolding in Bihar.
