My son announced on Tuesday evening, during dinner, that for Halloween he wanted to dress up as a fart. I literally almost choked on the water I was drinking. He’s six years old. He was just sitting there, serious, with spaghetti sauce on his chin, saying: “I want to be a big brown fart cloud.” My husband looked at me like it was my job to handle the situation. I didn’t know what to say. Where do kids even get these ideas? I told him absolutely not. To pick something normal — a superhero, a dinosaur, anything else. He made that stubborn face that means “he’s never going to let this go.” He started explaining to me, with the utmost seriousness, that farts are funny, that everyone would laugh, and that it would be the best costume ever. I was exhausted after work, my head was pounding, and I lost my patience. I said: fine. You want to be a fart? Make it yourself. I’ll help you find the materials, but the rest is up to you. I thought he’d give up after ten minutes. He didn’t. He spent the next three days in the living room, working with brown and beige fabrics I helped him order, because apparently he needed “fart-colored tulle” — a phrase I never thought I’d say. He watched tutorials on my phone about how to gather fabric, asked me for help with the knots, but insisted on arranging every single layer himself. He got frustrated twice, was close to crying, but kept going. His little hands working carefully, his tongue between his teeth as he focused. Yesterday he finished. Gov. Beshear’s office just told the legislature they missed the tax-cut trigger by more than $1 billion. Now he’s proposing to spend the newly forecast $1.7 billion surplus on more wealth-redistribution socialist programs instead of giving working Kentuckians an income tax cut. State Budget Director John Hicks sent the letter earlier this month. General Fund receipts fell $1.19 billion short of the target needed for another half-point drop in the income tax. That’s the second year in a row the trigger was missed. The soonest another cut could even be considered is 2029. The legislature set up a framework to get the income tax to zero. It requires a surplus large enough last year to cover what the next cut would cost in revenue the following year. That target was missed. Yesterday the Consensus Forecasting Group raised the revenue estimates for the next few years: $997.9 million extra in FY 2027 and $708 million extra in FY 2028. Combined with the prior surplus and unexpected corporate payments, that’s the $1.7 billion Beshear wants to lock in for new spending. He says it’s needed to offset “President Trump’s harmful tariffs.” Apparently an income tax cut for everyone doesn’t do that, but Pre-K for All somehow does. Because Trump tariffed Pre-K, I guess. The same administration that sent the letter saying we don’t have the money for a tax cut now says we have plenty of money — as long as it stays in Frankfort and goes to programs. Every time receipts come in higher than expected, the first instinct is to spend it rather than let people keep more of what they earn. The rainy-day fund is already well above the statutory healthy level. If the extra revenue is real, the legislature should use it to meet the tax-cut triggers or simply cut the rate now.

The days of defrauding the American taxpayer are coming to an end. For too long, many in the homelessness industrial complex have tried to pull the wool over the eyes of the American people.
