Probably not an HGV, the visible control surfaces look insufficiently integrated to the main airframe to support prolonged atmospheric hypersonic flight. Likely "hypersonic" in the same way that e.g. Maverick is "supersonic" (ie. briefly, at boost burnout).

Minor correction: When this image was made available to the public (IIRC during a US congressional committee), it was explicitly stated that a NTM "other than the KH-11" had obtained it. This strongly suggests it's a KH-8 photo (KH-9 would be unlikely to image in this detail).
THREAD 🧵: In november 1977, CIA's KH-11 reconnaissance satellite identified a new soviet fighter at Zhukovsky-AB (24 miles southwest of moscow) through satellite imagery.
It was still around the time of its FF (RAM-L prototype) but its size/configuration immediately told western analysts that this was a new generation of soviet fighter in development (a top secret project).
for the 1st time, they were looking at an a/c clearly intended to answer fighters such as the F-16 & F/A-18.
ALT The KH-11 (operated by NRO) spotted the Ram-L prototype at the ZhukovskyAB (flight test and development center of soviet union, we can say it was equivalent to US military's area 51 or Edwards AFB). Because the airfield sat directly adjacent to the town of Ramenskoye, CIA used the "Ram" prefix to catalog any new, unidentified a/c prototypes they photographed on its tarmac.

The powerplant is undeniably front and center, but the airframe designed around it gets a major vote too. Compare e.g. the F-100 & F-8, both using variants of the J57. Significant differences in performance & profile.
I find it weird when people say, “X aircraft wasn’t bad, it was just the engine.”
That’s like saying Bob isn’t unhealthy, he just had his heart removed.
