Detective Rafael Ramos dedicated his life to serving others, and his legacy continues through the Foundation’s commitment to supporting children, families, and the communities our police officers serve. It is wonderful to see so many people come together to help students start the school year with the supplies and support they need to succeed. A fitting way to honor Rafael’s memory and continue his legacy of service.

If New Yorkers would obey the law they wouldn’t be stopped, cited, or in some instances arrested for these ‘probable cause’ incidents—and as a result they would not miss work, be fined, or have to navigate the criminal justice system. Broken Windows policing are offenses occurring in the presence of an officer or victims and witnesses. They are not solely Stop, Question, and Frisk events which rely on the lesser legal standard of ‘reasonable suspicion.’ I began Broken Windows policing in the New York City subway system in 1990. I was very saddened to learn of the passing of my good friend and professional colleague, Henry DeGeneste. He was an exceptional man and police leader, and was among the first to warmly greet me with his great smile and strong handshake when I first arrived in New York from Boston as the newly appointed Chief of the New York City Transit Police Department. Henry helped to introduce me to the police community here in New York and New Jersey and served as a great mentor as I learned the 'ropes' about this great and complicated City. Twenty-five years after 9/11, the threat of terrorism has changed dramatically. What was once viewed largely through the lens of organized international terrorist networks has become far more complex, decentralized, and difficult to predict. Today, we face what I describe as “bespoke terrorists” — individuals driven by their own personal causes, grievances, and ideologies, whether on the right or the left. The threat can emerge anywhere, at any time. That reality makes the role of local police — working alongside federal law enforcement and intelligence agencies — more important than ever in our efforts to prevent, detect, and respond to the constantly evolving threat of terrorism. What I remember most about 9/11 is the community response. Their names are etched into the Hall of Heroes. Their legacies live on in those who continue their important work. The NYPD’s new Memorial Wall is a powerful tribute to the members of the Department lost on September 11 and the many more taken by 9/11-related illnesses in the years since. Twenty-five years later, we honor their courage, remember their sacrifice, and remain forever grateful to the families.
