Press Note in respect of several reports appearing in print and social media about SIR, 2026 in Delhi and in particular about Draft Electoral Roll published on 31.8.2026 #sir2026 #sirdelhi @ECISVEEP

1.Those electors who were not available/found shifted at the registered address of the electors during house to house visit by BLOs were marked as Absent, Shifted, Dead & Duplicate Electors (ASDD). BLOs completed house to house visits after due information to BLAs and conducted meetings with them periodically. On the basis of information submitted by the BLOs, list of ASDD electors has been generated through ECINet in the format given by the Election Commission of India and same has been uploaded on the website of CEO, Delhi. As regards not mentioning of address of deleted electors is concerned, the BLAs-2 who are appointed by political parties polling station wise, should have noted the addresses of ASDD electors from concerned BLOs during the meetings. It is pertinent to mention that Political parties were requested to direct their Booth Level Agents/BLAs to approach their BLOs and note down the addresses of electors who have been shown under ASDD list. Copy of the said letter is attached. 2.Old Voter list refers to the last published final Electoral Roll with 01.01.2025 qualifying date, which was published on 06.01.2025. 3.Polling station numbers have been changed in many polling stations after Rationalization of polling stations done prior to SIR on account of lowering the limit of 1500 electors per polling station to 1200 electors. Old Polling station number in accordance with last published electoral roll may be referred in such cases. 4.Reasons of Forms that are uncollectable has been categorized under following 5 category: (1)Death, (2) Untraceable/Absent, (3) Permanently Shifted, (4) Already Enrolled, (5) Others. As such electors who have failed to furnish Enumeration Forms have been rightly placed under the category. However, for specific reasons, MOM uploaded by BLOs may be referred. 5.Aadhar is mandatory only for e-signing any application submitted through online portal of ECI. It is also reiterated that any eligible elector, whose name doesn’t reflect in Draft Electoral Roll, can fill Form-6 with Declaration form and requisite documents to include name in final electoral roll during claims and objection period from 31.08.2026 to 30.09.2026. @ECISVEEP
