#CallForInputs | IRDAI's Consultation Paper on “Public Insurance Registry - Digital Public Infrastructure for Insurance” The Insurance Regulatory and Development Authority of India (#IRDAI) released a public consultation paper on the proposed Public Insurance Registry (PIR) in September 2026. The consultation paper proposes PIR as a population-scale, interoperable Digital Public Infrastructure for insurance, with a federated data architecture that limits centralisation of detailed records. It outlines provisions relating to data minimisation, consent and privacy safeguards, stakeholder access, governance, and phased implementation across the insurance ecosystem. DSCI is collating stakeholder inputs to prepare a consolidated submission on the proposed framework and invites stakeholders to share comments and feedback for consideration.
