Florida is becoming the crypto capital. Florida just passed SB-314 — the first state-level regulatory framework for payment stablecoins in the U.S.
The Florida Senate approved it unanimously this week (37-0). Once signed by Governor DeSantis, issuers must:
Obtain an OFR license
Maintain 1:1 high-quality reserves
Publish monthly reserve reports + independent attestations
Comply with AML/KYC aligned to the federal GENIUS Act
(Qualifying stablecoins are explicitly not securities)
