That percentage moves on its own. Nobody adjusted anything between this reading and the last one. The collateral is the same coins it was, valued at a different oracle price, so the ratio shifts without a single position changing.
Which is exactly why the buffer is large. A system requiring 100% would sit close to its floor every time the price moved. At four times over, ordinary movement is absorbed rather than becoming an event.
