The regime spent the last 10 years actively taking away people's capacity to build personal resiliance. Were the economy more reasonable you may have a decent house, a small bit of land, quality possessions and tools, taken care of yourself a bit better and had more time and headspace for friends, family and community. You might even have a personal food/water/energy reserve and somewhere to put it. Alas this has been impossible for many who were too busy trying to keep their head above water month to month, largely as a result of rapacious state policy funnelling public resources to immigrants, oligarchs and shareholders. Now after the fact they post you a vague "emergancy ready" booklet. No provisions, no vouchers, no explanation and no apology. Just "yeah you might want to prep for something bad with your no house, no money and threadbare social fabric good luck 👍"
