While there is no official measure of the wealth taken abroad by departing taxpayers, available evidence suggests that the scale of the loss is likely around £200-£250 billion in just two years, according to new Tax Reform Council research.
Henley/New World Wealth estimatee a net loss of 27,300 liquid millionaires in 2024 and 2025, with the 2025 cohort alone holding £66 billion of liquid investable assets.
Adjusting for property, private businesses and other non-liquid assets suggests that the total net wealth represented by the two-year HNWI outflow is likely to have been between £200 billion and £250 billion. This is consistent with HMRC data showing 121,300 P85 departure notifications in 2024/25 and 2025/26 and with the very large fortunes of individually identified recent emigrants.
