We have not been as fast as we would have liked but we are trying to balance our desire for transparency with gaining a clear understanding from petabytes of agent activity logs, and working with impacted organizations. We are prioritizing as best as we can based on severity, and adding resources. Hugging Face is still the most severe event we’ve seen. Small-cap stocks are seeing massive outflows: The Russell 2000 ETF, $IWM, posted -$3.3 billion in outflows last week, its 2nd-largest weekly outflow this year. This also marks its 3rd-largest weekly withdrawal in 9 years. This comes as the S&P 500 has outperformed the Russell 2000 for 5 consecutive weeks, the longest streak in at least 12 months. This streak is on track to extend to 6 weeks, which would mark the longest stretch of S&P 500 outperformance over small caps in 8 years. Since mid-August, the Russell 2000 has declined -7.3%, to its lowest level since June 10th. As a result, the ratio of the Russell 2000 to the Nasdaq 100 has fallen to 0.09, its lowest on record. Small-cap stocks are struggling as rates move higher.

Global government debt has surged to unprecedented levels: The Debt-to-GDP ratio of emerging market economies is up to ~78%, its highest level in data going back to 1880. Since the 2008 Financial Crisis, this metric has more than doubled and surpassed the ~45% peak seen during World War II. Before 2020, this ratio never exceeded 60% and is now approaching 80% for the first time. Meanwhile, the Debt-to-GDP ratio of advanced economies is up to ~108% and has been above 100% for the last 10 years. Before the 2008 Financial Crisis, this figure stood below 80%. Deficit spending has become a global crisis.

BREAKING: Global physical gold-backed ETFs attracted +27.1 tonnes in inflows last week, the 3rd largest weekly inflow since January. Demand was driven by the US, at +15.9 tonnes, followed by Europe and Asia, at +6.5 tonnes and +4.6 tonnes, respectively. In Dollar terms, investors bought +$3.9 billion, the 4th-largest weekly inflow since February. This also marks the 11th consecutive weekly inflow. Over this period, global gold ETFs have attracted +208.3 tonnes in inflows, bringing total gold ETF holdings to a record 4,250 tonnes. Demand for gold ETFs remains remarkably strong.

People outside the AI labs should have a real say in how this technology develops, and a clear way to judge if it's happening safely.
