EU-funded Operation COLIBRI ZAFIRO helps agencies to share intelligence across borders, leading to a more coordinated response to aviation-related crime. The results speak for themselves. This is #EUForeignPolicy in action!

That’s the impact of Operation COLIBRI ZAFIRO.
Over 16 days, the WCO, Customs and partner agencies from 19 countries joined forces across Latin America, the Caribbean, Western and Central Africa — combining real-time intelligence, risk analysis and cross-border cooperation to target criminal networks exploiting General Aviation.
The operation marks a major step forward: moving from routine checks to intelligence-led enforcement, with analysts identifying risks and operational teams acting on them in real time.
The result? A stronger, faster and more coordinated response to aviation-related crime.
When agencies share intelligence and act together across borders, criminals lose the advantage.

Tel est le bilan de l’opération ZAFIRO du Projet COLIBRI de l'OMD.
Pendant 16 jours, l’OMD, les douanes et les agences partenaires de 19 pays ont uni leurs forces en Amérique latine, dans les Caraïbes, en Afrique occidentale et en Afrique centrale, combinant renseignements en temps réel, analyse des risques et coopération transfrontalière pour cibler les réseaux criminels exploitant l’aviation générale.
Cette opération marque une avancée majeure : elle marque le passage des contrôles de routine à une action répressive fondée sur le renseignement, les analystes identifiant les risques et les équipes opérationnelles y répondant en temps réel.
Le résultat ? Une réponse plus forte, plus rapide et mieux coordonnée face à la criminalité liée à l’aviation.
Lorsque les agences partagent leurs renseignements et agissent ensemble par-delà les frontières, les criminels perdent leur avantage.
