Technically, California is not cheating because the law allows votes to be counted 14 days after election day. However, the legitimacy of the vote hinges on the Postmark date. But the legitimacy of the postmark CANNOT be verified. California law requires election officials to accept stacks of mail-in ballots after the election, and there is no way to prove the postmark is invalid. So yes, it's easy to count ballots. It takes longer to produce the number of mail-in ballots required for the favored candidate to win.
