Our Executive Director, Mr Ernest Nyimai, is presenting on "The Journey So Far: PVO Amendment Act Operationalization – Experiences of CSOs" at the ongoing PVO Regulations Sensitisation Workshop in Gweru. In his presentation, he linked the relationship between the current operating environment and CSOs' ability to comply with regulatory requirements. He highlighted that today's civil society sector is navigating a defining, critical juncture: heightened surveillance and security concerns, shrinking and restructuring donor finance, growing politicisation of CSOs as "foreign agents," and multiple regulatory regimes now applying simultaneously to the same organisations. He noted that this environment directly shapes how CSOs experience compliance on the ground — pointing to tight gatekeeping at local level, transparency and communication gaps with regulators, capacity and knowledge gaps (including inconsistent guidance and missing standard procedures), and the real financial and administrative cost burden this places on organisations, particularly smaller and provincially-based CSOs. The takeaway: when the operating environment tightens while regulatory demands multiply, compliance becomes a resourcing and capacity challenge — not simply a willingness one. Addressing it requires standardised, well-communicated regulatory processes alongside a protected and enabling civic space. #KnowYourRegulations #CivicSpaceMatters #TalkToYourRegulator
