I can't think of a clearer way to signal to markets that the US won't voluntarily fix its debt situation, very likely triggering a large Treasury selloff and possible debt crisis.

The markets have known that the USA can’t ever pay down the debt since Bush started running it up. That was over 20 years ago. No debt crisis yet. Seems like one isn’t coming.
