The rule of law is absolute: all forces on Puntland soil answer solely to Puntland’s constitutional command. Federal security engagement must follow agreed national architecture, not the political survival tactics of an expired mandate of a former Federal President. Former statesmen should protect state institutions - not provide political cover for extra-legal armed elements under the guise of peace-building.
