Uganda–Denmark Partnership Deepens as Embassy Facilitates Strategic Cooperation The Embassy of Uganda in Copenhagen, under the leadership of H.E. Ambassador Margaret M. Otteskov, is facilitating a series of high-level engagements between Ugandan Ministries, Departments and Agencies (MDAs) and Danish government and private-sector institutions aimed at deepening cooperation in infrastructure, health, emergency services, agro-industrialisation, environmental protection and the Blue Economy. The engagements, taking place from 20–24 September 2026, include technical training and learning sessions with Danish firefighting and emergency-response institutions. The Ugandan delegation is examining Denmark’s experience in fire prevention, rescue operations, emergency preparedness, specialised equipment, dispatch systems, ambulance and emergency medical services, technology and industrial safety. The fire and emergency-response discussions are part of Uganda’s efforts to modernise fire prevention and rescue services across its cities. Denmark has proposed exploring selected investments in the sector through government-to-government cooperation, with an indicative framework of EUR50–70 million, subject to feasibility studies, technical assessment and prioritisation. Ambassador Otteskov has also led the Ugandan delegation in strategic discussions with the Danish Ministry of Foreign Affairs on strengthening bilateral relations through practical investment and development partnerships. Among the proposals presented is a EUR70 million agro-industrialisation programme for the Uganda Prisons Service, with possible financing through Denmark’s Export and Investment Fund (EIFO). The engagements have also examined cooperation in environmental protection and oil-spill preparedness on Lake Victoria, particularly as Uganda advances its oil and gas programme. The proposed cooperation would strengthen Uganda’s capacity to prevent, prepare for and respond to environmental incidents while supporting the sustainable management of the lake. In the health sector, the Ugandan delegation presented a proposal to upgrade Wakiso Health Centre IV into a modern 300-bed public general hospital. The project has an indicative investment requirement ofEUR120–140 million and is being explored within the wider framework of Uganda–Denmark cooperation. The delegation is also exploring opportunities in the Blue Economy, including aquaculture, where Danish expertise, technology and investment could support Uganda’s economic transformation. The Embassy has played a central role in identifying these opportunities, connecting Ugandan institutions with Danish counterparts and coordinating technical engagements aimed at moving priority projects from initial discussions towards feasibility assessments, investment partnerships and implementation. The engagements bring together officials from the Office of the Prime Minister, Ministry of Finance, Planning and Economic Development, Ministry of Works and Transport, Ministry of Local Government, Ministry of Internal Affairs, Ministry of Energy and Mineral Development, Office of the Inspector General of Police, Public-Private Partnerships Unit, Uganda Investment Authority and Stratus Medical Supplies Ltd. Under Ambassador Otteskov’s leadership, the Embassy continues to link Uganda’s development priorities with Danish technical expertise, innovation, investment capacity and institutional experience. The engagements align with Uganda’s Economic and Commercial Diplomacy agenda and the Government’s Tenfold Growth Strategy, which seek to accelerate investment, productive capacity, industrialisation, innovation and economic transformation. The Uganda–Denmark engagements are expected to pave the way for further technical consultations, feasibility studies and development of practical, sustainable and mutually beneficial partnerships in key areas of Uganda’s development agenda.

Speaking during the ongoing FY2027/28 Local Government Budget Consultations at Riders Hotel, Seeta, representatives from the Ministry of Public Service reiterated that eligible public servants will, from 1 July 2027, contribute 5% of their basic salary, while Government will make a 10% employer contribution to the Public Service Pension Fund. The new arrangement is established under the Public Service Pension Fund framework and will introduce regular contributions and investment of members' savings while retaining defined-benefit features in the determination of retirement benefits. The reform covers public servants in traditional Government service, local governments, the teaching service, Uganda Prisons and Government agencies that are not already covered by another pension scheme. The current retirement age of 60 years and existing pension formula and modes of retirement remain unchanged. The Ministry emphasised that the transition will not erase pension rights already earned by serving public officers. Government will account for obligations arising from service rendered before the new scheme takes effect, providing for a structured transition to the new arrangement. For local governments, the transition requires early preparation, including cleaning and updating employee records, transferring accurate personnel information and making appropriate budget provisions for the 5% employee and 10% employer contributions in the FY2027/28 budget. The engagement forms part of the broader preparations to ensure that local governments, as employers, are ready to operationalise the new pension arrangements and that public servants understand how the reforms will affect their retirement benefits. The reform is intended to move public service pensions towards a funded and more sustainable financing model, with contributions accumulated and invested to support the payment of retirement benefits when members qualify. The service, introduced through a partnership between @mtnug and the Kampala-Entebbe Expressway, is available to motorists using designated Lanes 4 and 5 at the toll plazas. To make a payment, motorists provide their mobile phone number to the toll agent. A payment prompt is then sent to the phone, after which the motorist checks the payment details and approves the transaction using their Mobile Money PIN. Otteskov, facilitated a high-level technical fact-finding visit by a Ugandan delegation to Falck Fire Denmark and the Franck Fire Training School in North Zealand. The delegation examined modern firefighting and rescue operations, emergency preparedness, specialized equipment, professional training and institutional coordination. The proposed cooperation will explore fire prevention and risk management, firefighter training and skills development, emergency command and coordination, specialized equipment, industrial and petroleum fire-response preparedness, urban fire safety, high-rise and hazardous-material rescue, technology transfer and institutional partnerships. The initiative comes as Uganda expands its petroleum, industrial, infrastructure and urban development, creating a growing need for specialized emergency-response capacity to protect lives, communities, infrastructure, workers and investors. The engagement builds on broader Uganda–Denmark discussions on fire prevention and rescue services, including exploration of selected investments under G2G cooperation, with an indicative investment framework of €50–70 million, subject to feasibility studies and prioritization.
