Amendment 3 provides historic property relief for homestead properties. It does not impose or “shift” any taxes. In fact, commercial properties (including apartment complexes) have their property tax exposure reduced from 10% annual valuation increases under current law to 5% maximum valuation increases under Amendment 3.

Every year Congress declines to act, the consequences land on somebody else. On the border towns. On the emergency rooms.
