Cloture is the Senate procedure for ending debate and moving toward a final vote.
It generally requires 60 senators for ordinary legislation.For the CLARITY Act, cloture matters because even if a majority supports the bill, opponents can keep debate going—a filibuster.
If 60 senators vote for cloture, debate is limited and the Senate can proceed toward voting on the CLARITY Act itself.
So, very simply: cloture ≠ passage. Cloture = “stop debating and get to the vote.”
