HMSO’s Kingsway shop opened at 12:30am to sell it; about 4,000 copies went in the first hour, ~105,000 in all. In the Commons that December, Harold Wilson mocked the government’s “extraordinary decision” and the “salesmanship and ballyhoo” around it.
