I don't understand why you'd build a hydroelectric damn in such a dry place to start with. Seems like you're asking for trouble there....

Because of low rainfall in to Colorado river watershed as a direct result of global warming. Most of the water doesn't make it to the river. In time, the desert will make it's way to Colorado. Long before that, Californians will become your neighbors.
