Flat out wrong. The school-level analysis showed no issues. The student-level analysis is the one people have been discussing and Sam Taylor has shown any difference between responders and non-responders is similar to England.

When Scottish PISA scores were high, the SNP called it the gold standard. Now that England significantly outperforms Scotland in maths and science, the OECD methodology is suddenly "inflated." Total excuses for 17 years of educational decline.

Again. 🙄 Scotland’s own PISA 2025 report records a 7.89% exclusion rate (above the OECD 5% cap), consisting mostly of pupils with additional support needs, and only 80.1% pupil participation. The report itself says if those pupils had sat the test and scored lower, Scotland’s averages “may be somewhat higher.” Sampling problems exist in both countries. That does not make England’s results uniquely “inflated,” and it does not erase a 25-point gap in maths and science.
