I have a vendor account on Florida's site, but have yet to see an individual developer contract come up. But, you say, there is always a middle-poo involved... So, as always, the goal is to get rid of the middle-poo. The way you do that is start an LLC or other corporation, just like the poo. Then bid on contracts. If you are in Texas, do this now. If your state will not let you be a vendor as a sole-proprietor, incorporate. It is cheap, and opens up privileges to you. In Texas, for those single-developer contracts bid through your corporation. Remember, Indians will always have "middle-layers" in their deal, and as such it will always cost more, but in the end, you get shit. As an American working as a single person corporation, you can do the work for Prevailing Wage, beat the Jeets on price, and still be profitable. Also, as of today, I am going to register the IT Contractors Union as a vendor to the State of Texas. As a non-profit corporation, the ITCU should still be able to bid on contracts. If all I have to do is find one developer to fulfill a state contract for four years for more than $1.2M for one person, that is a VERY low-effort endeavor. I'm in. I talked to Liz Flores from Sistema Technologies, and I enjoyed it because I got to talk to tech staffer like I want to, not someone who has to kiss their ass to get a job. Here's how it went: She came at me with both the Brad story and Americans are not applying story. I asked her if she published jobs on X. I mentioned that it is free. She did mention that when they search for resumes on DICE.com they still get nothing but Indians, even if they filter for US Citizen. So they are likely flooding those sites with fake profiles. She also mentioned that they have been candidate swapped a couple times. That's to be expected when dealing with "consultancies", but if people are applying directly to pull that shit, that's troubling. She did glaze about how the person they placed at the Texas Department Of Insurance has made a "ton of money", and how they helped her get a Green Card. I reminded her that that was money that could have gone to an American family had they made the same kind of effort to train a capable American. I also reminded her that nit-picking over skill requirements is a game that people play when they want to disqualify certain people and get their own people in, and that ALL tech stacks have way more in common with each other than in difference, Ones, Zeros, If-Then, And, Or, Not. Same Logic, All of them, and that any competent tech worker can get up to speed on any tech stack in a week. Sistema is a vendor to the State of Texas. The state of Texas periodically issues solicitations to these vendors. Basically they live off of that, but it is a fixed vendor list.
