One thing I increasingly see in Carney's various legislation is giving a Minister the power to exempt/approve various things if the Minister believes "it would be in the public interest."
The problem is Liberals have a bad habit of doing things that are either in their own political interests or in the interests of Liberal friends & insiders. This does not provide certainty.

Recently, we sent two North Korean prisoners of war to the Republic of Korea… These guys are not easy to capture alive. One of them, when he realized he was going to be taken prisoner, tried to kill himself. And he was shocked that fate did not let him die.

I’ve yet to see one Conservative MP criticize the content of C39. I’ve seen half a dozen blame the media.
Yesterday the Liberals introduced an omnibus Bill C-39 "Building Canada Strong". It is interesting how the use of omnibus bills is not criticized by media as it once was. The Liberals themselves even past promised not to use omnibus bills.
