From our research, here's what we found, starting with 2K11:
2K11: 2,284 animation clips, plus intro animations like the anthem, the hallway walk and the garage bus
2K12: 1,272 animation clips, an intro animation with star players, and a 2K12 developer tools
2K13: 1,060 animation clips, pregame crowd hype and tip-off intros, and the text "Welcome to NBA 2K13!", which nothing in the game uses
2K14: 4,368 animation clips, 22 facial expressions and a menu background named after 2K14
2K15: 4,682 animation clips, 14 facial expressions and the "2K15 Scoring Rules" throwback rule set
2K16: 6,746 animation clips, 39 facial expressions and an arena background named after 2K16
2K17: 8,852 animation clips, the Old Town, Sunset and Rivet parks set up as 2K27 Park locations, and game faces for Draymond and Dame
2K18: 6,780 animation clips, game faces for Curry, Harden, Giannis and Kyrie, and a head-scan message telling you to use the MyNBA2K18 app
2K19: 8,342 animation clips, 53 facial expressions, an All-Star draft story chapter and a chasedown block social feed event

2K26: 16,498 animation clips, three joke free throws ("Grampa Style", "Who Needs Two Hands?", "Drop It Low"), arena sounds, and the fake social post "yo 2K26 is crazy son. So much better than last year."

A year in a name tells you what game something was first made for, not that it was never updated. A lot of it is still used in 2K27, and some of it is just leftover. Every yearly series reuses work.
Locking animations up is a choice. 2K takes animations we already had, spreads them across seasons, hides them behind REP, puts a VC price on the rest, and sells it back to us as new content. That's not progression. That's charging us again for stuff we already paid for in past 2Ks. And even after all the grinding, you still don't get close to the full library older games gave us. It's not a technical limit. It's a business model built on making us grind and pay for the same animations every single year.
