The buyer group is led by Trump donor Todd Boehly and includes Qatari and Emirati businessmen linked to Kushner and the Witkoff family, plus the U.S. DFC. On September 5, Putin proposed the deal to Witkoff and Kushner at the Kremlin as a step toward restoring business ties. U.S. approval would lift sanctions and raise the assets’ value; critics point to a conflict of interest. The deal still needs approval from Washington and the Kremlin.
