States have abandoned the protocol of declaring war, so it's been left to us whether we want to call this a world war or not. What decides it for us is how much bad news we can bear. Beyond protecting our psyches, what we call it doesn't matter.
The world is awash in interconnected military campaigns directed by great powers against each other and yet a "world war" cannot be acknowledged because all of the participants have tacitly agreed to pretend it's not happening.
