I definitely get PRs that are technically correct and tested, just integrated at the wrong point in the system, or not preserving the right contract, etc You still have to read the code, but it's not necessarily a line-by-line thing in most systems, for most changes
Code reviews today are mostly about gut checking if the complexity is worth the benefits.

And sometimes they still just go off and do really silly things. Those don't usually make it to the PR stage though
