The thing about conspiracy theories is that a conspiracy story is told and spread in advance of a planned action, so that once it's done, no one can say it's a crime without being labeled a conspiracy theorist. What's really perverse about it is that when someone announces a crime that is going to happen, it's impossible to know whether it's government manipulation or a genuine conspiracy theory.
