Forget not winning the World Series. The Yankees are now all but assured of not winning the division, which means that they haven't won two divisions in a row since 2011/12, which just so happens to be the time when Hal adopted his budget and abandoned any last pretense that he cared about winning.
Also, since that period, the Yankees have only won the division THREE times. And, that's not because there has been a juggernaut standing in their way. In the 11 seasons that the Yankees have not won the division, the first place team won 95+ on only five occasions.
By any reasonable standard for a team with the history and resources of the Yankees, the last 14 years have been a massive underperformance, and, if the organization had any interest in remedying this persistent failure, changes would have been made throughout.
