What drives presidents to designate national monuments—and why has executive discretion under the Antiquities Act expanded so dramatically? In this paper, @JordanLofthouse examines more than a century of presidential monument designations. He argues that presidents often use their broad unilateral authority not only to protect historic and scientific resources, but also to: • Improve electoral prospects for themselves and their party • Engage in strategic political exchanges • Shape and strengthen their presidential legacy Drawing on case studies from recent administrations, he offers an explanation for how presidents use discretion under the Antiquities Act—and why Congress and the courts have done relatively little to constrain it. 🔗 Read the paper here mercatus.org/hayekprogram/re…
