The answer was with-capability. It grants a capability for exactly one block of code: the capability's own checks run when it is acquired, inside the block the permission holds, and when the block ends it is gone. PCO's own transfer works this way β tokens move only inside the block that holds TRANSFER.
The three it is easily confused with:

ποΈ Smart Pacts Games are live on Kadena
We've launched games where nobody, not even us, can choose the winner. Every game runs on a public smart contract on Kadena mainnet, and every step can be checked on chain.
HOW IT WORKS
1. Pick a game at smartpacts.io/games and buy tickets from your own wallet.
2. At the published time, the contract names three Kadena blocks that don't exist yet. The first one recorded decides the winners.
3. Winners are paid automatically, inside the draw. There's nothing to claim.
WHY YOU CAN TRUST IT
* Nobody chooses the winner. The result comes from a block hash that doesn't exist when the draw opens.
* The money sits in the contract, not with a person, and each round's terms lock at its first ticket.
* Prizes are paid automatically, and only to the account that bought the ticket.
* Refunds happen only in the two cases the contract defines, and anyone can trigger them, so they don't depend on us.
* The code is open source, and you can recompute every result yourself at smartpacts.io/games/results.
WHO KEEPS IT RUNNING
Two open-source programs keep every game moving, and anyone can run them:
* The block recorder records the Kadena blocks that decide draws: github.com/SmartPacts/block-β¦
* The settler opens each draw and pays the winners: github.com/SmartPacts/prize-β¦
Each game's fee of ticket money goes to different parties, some of it pays whoever does that work on a round (the recorder of the deciding block and the settler, equally), and the other part funds SPT. The more people run them, the less any draw depends on us.

* 10 KDA per ticket
* The pot starts at 1,000 KDA (our opening bonus) and grows with every ticket
* 95% of ticket money, plus the whole bonus, goes to the winners
* 10 winners: 1st gets 40%, 2nd 15%, 3rd 10%, and seven more get 5% each
