On 1 September the SEC proposed modernising transfer agent rules, including blockchain based recordkeeping.
Regulators are converging on what engineers already needed: prove what executed, when, and under whose authority. Receipts stop being optional.

Every EVM write simulates before it spends gas. Spending limits are enforced by the platform, not by the model.
Every run leaves a receipt: trigger, simulation result, transaction hash, gas used, outcome, timestamp.
That is what makes autonomous execution auditable.
