One could argue goku's version simply wasn't hakai based on it turning zamasu into sand rather than erasing matter The depiction in the manga is a bit inconsistent but it seems more of a retcon in how hakai works Vegeta turns the rock to dust (similar to goku vs zamasu)

Thats what i mean, the portrayal of hakai in the manga is a bit inconsistent, or was retconned Cause when vegeta durns a rock to dust, beerus says that he used normal chi Combined with goku's admission that he messed it when he attempted to copy the hakai goku can't use hakai
