In most of those countries homosexuality is still a crime. In several it is still punishable by death. Reducing the number of people arriving from places that treat gay men as criminals is not a side effect of the policy. It is one of the practical results. Western societies are the only places most of us can live openly. Importing the opposite view does not become compassion just because it is called legal.
